Seoul is an easy city to do cheaply, and the hostels are a large part of why. A dorm bed costs roughly a third of the cheapest private hotel room, almost every hostel also sells private rooms, and the subway runs late enough that where you sleep matters less than it does in most capitals.
The harder question is the neighbourhood, because the four that have hostels are genuinely different places.
Which area suits you
Hongdae is the student and live-music district, and it has more hostels than the rest of the city combined. It is loud until about 4am within two blocks of the main street and quiet three blocks out, which is a real distinction when you book. It is also on Line 2 and the AREX airport line, so it is one ride from Incheon and one ride from most of the city.
Jongno and Insadong put you among the palaces. Mornings are the draw: you can be inside Gyeongbokgung before the tour buses arrive, which is the single best thing about staying here. Nights are quiet and the guesthouses are mostly converted hanok, which are charming and, in winter, cold.
Myeongdong is a shopping district. It has the best airport bus connections and the worst value per bed, because it prices for shoppers. Worth it for one night before an early flight.
Dongdaemun is the night-market quarter, with the fabric markets running until dawn. Very few hostels, but it is cheap and well connected on Lines 1 and 4.
Itaewon has the international bars and the most English spoken. It is the one area where a quiet night is genuinely hard to find.
What a dorm costs
Prices move too much by season for a published figure to stay true, so this page does not print one. Use the links on each card — they open that property's own page with live rates for your dates, which is the only number worth trusting.

They are listed by area, not ranked. This site has not stayed in them, and inventing a ranking or a star rating to make the page look more authoritative would be the easiest thing here to get wrong — so the editorial judgement stays where it is defensible, which is the neighbourhood, and the choice of bed stays with you and the live reviews.
