Jeju is a ring. The airport and the main city are on the north coast, the scenery most people come for is on the south and east coasts, and the buses follow the shoreline rather than cutting across the middle.
That geometry is why the same island is easy with a car and awkward without one. Two places that look close on a map can be a two-hour ride apart.
The short version: Jeju City unless you are driving
Jeju City is next to the airport and is the hub of the intercity bus network. Almost every route starts there or passes through it, which means a bad guess about your day's plan costs you a transfer rather than the whole afternoon.
It is a working city, not an island escape. You are trading scenery outside the window for not being stranded.

Seogwipo is the only other base that works car-free
The south coast's main town, built above a harbour between waterfalls and cliffs. Two of those waterfalls are walkable from the centre, the bus links along the south coast are reliable, and it is warmer than the north in winter.
It is a long ride from the airport, which is exactly why it belongs in the second half of a trip rather than the first night.

Jungmun and the Hallasan foothills are the trap
This is where the island's large resorts are, and they photograph well. They are also the hardest place to be without a car: buses are infrequent, the hotels are spread along the coast, and most have nothing within walking distance.
If you are driving, this is a strong choice. If you are not, it is the one area in this guide to avoid.
Seongsan is worth exactly one night
Sleeping under Seongsan Ilchulbong is the only comfortable way to climb it before the tour buses arrive, and the Udo ferries leave from the same harbour. Beyond that, the dining is thin and every bus ride is long.
If you have four nights or more, split
Basing on one coast for a whole trip means repeating the long rides. Two or three nights in Jeju City, then two or three in Seogwipo, removes most of the bus time and costs you one transfer.
This is the opposite of the advice for Seoul and Busan, where one base is correct. Jeju is the exception, and the reason is the ring.
